The Sacramento City Unified School District has officially requested California State Superintendent of Public Instruction Tony Thurmond intervene after Sacramento County rejected its financial plan. The appeal was submitted this week, marking the next step in a dispute over the district's ability to balance its budget through the 2026-27 fiscal year.
Sacramento County's Office of Education turned down the district's fiscal recovery plan earlier this month, citing concerns about the accuracy of revenue projections and the feasibility of planned spending cuts. County officials said the plan did not meet state standards for long-term solvency, which forced the district to seek a higher authority.
In its appeal, SCUSD argues that the county's review was overly strict and ignored the district's recent progress in reducing its structural deficit. The district has already implemented layoffs, closed a school, and renegotiated labor contracts to close a projected shortfall of more than $60 million over the next three years.
State Superintendent Thurmond now has 60 days to review the appeal and issue a ruling. If he sides with the county, the district could face a state takeover or mandatory appointment of a fiscal advisor. If he sides with SCUSD, the plan moves forward with conditions.
District officials say they remain confident in their approach and are committed to avoiding state intervention. The appeal process is expected to draw close attention from other California districts facing similar budget pressures.
