TOPEKA – A new legislative proposal in Kansas is sparking debate over hospital billing practices and patient financial protections. House Bill 2736, recently heard by the Kansas House Committee on Insurance, would mandate that hospitals screen every patient for eligibility for financial assistance programs, regardless of whether the patient requests such help.

Proponents of the bill argue it is a necessary step to ensure Kansans are aware of and can access existing charity care and discount payment options, potentially preventing catastrophic medical debt. They contend many patients are unaware that such assistance exists and that automatic screenings would increase fairness and transparency in hospital billing.

Opponents, including representatives from the state's hospital associations, testified that the blanket mandate is overly burdensome. They raised concerns about operational costs, administrative complexity, and patient privacy, suggesting that current practices of providing information upon request are sufficient. Critics also noted that many hospitals already have robust financial counseling programs in place.

The committee took no immediate action on the bill, which remains under consideration. The outcome could significantly impact how medical financial assistance is administered across the state's healthcare facilities, balancing patient advocacy with institutional operational concerns.
